Your Auto Repair Rights in California: Estimates, Invoices and Old Parts

In California, every auto repair shop must be registered with the Bureau of Automotive Repair (BAR). Before work starts, the shop must give you a written estimate, and it cannot charge more than the estimate without your approval. When the work is done, you are entitled to an itemized invoice listing parts and labor, and you can ask for your replaced parts back if you request them when you authorize the repair. If a shop does not follow these rules, you can file a complaint with BAR.

Frequently asked questions

How do I check if a shop is licensed in California?

Use the license search on bar.ca.gov. Enter the shop name or registration number to see its status and any disciplinary actions. Smog stations have their own license type on the same site.

Can a shop charge me for a diagnosis?

Yes, if it tells you first and you agree. Diagnosis or teardown charges should be on the written estimate.

What if the final bill is higher than the estimate?

The shop must get your consent before doing work that goes over the estimate, and it must record that consent. You do not have to pay for unauthorized extra work.

How do I file a complaint against a repair shop?

File online at bar.ca.gov. Keep your estimate, invoice, photos and any messages. BAR mediates many disputes and can take action against shops that break the law.
